Your cypher telegram of 17th. February. I beg to refer

you to the telegram sent by the G.0.C. to the S. of S. for War of the same date. While there is no fear for the actual safety of the Colony, the confidence of the Chinese would be destroyed by an occurrence such as that which has happened at Singapore and prestige in the Far East would be so damaged that the risk should if possible be avoided.

I would therefore urge sending one territorial battalion

here.
